Buffering in reference to streaming video happens all the time. Buffering occurs when there is a download happening in the background while you are watching your program or movie. Your device is storing data in advance so your video streams more smoothly. Issues occur when your program catches up to your buffering. That is when you typically will see the loading wheel. The most common issue is related to how your streaming device is connected to the Internet. Most people will connect their streaming devices via Wi-Fi.
